the 1st August 1902, I am directed by the Secretary of

State for War to acquaint you for the information of

Mr.Secretary Chamberlain, that it appears from the local

correspondence subsequently furnished that the intention

of the Colonial Government, when funds permit, is to

remove the existing magazine from Stonecutters' Island

and to erect a convict establishment on its site.

2. The adoption of this proposal would entail

the residence of the civilian staff required for the

purposes of the prison, and an addition to the military

guards of the various open batteries and other works

belonging to the War Department.

3.

The presence of a civilian population on the

Island would be most objectionable, and Mr.Brodrick feels

confident that Mr.Chamberlain will agree in deprecating

any execution of the scheme in question, which would

aggravate rather than diminish the evils, from a defence

point
